but IE doesnot receive the Cookie ?

Setting cookie and forward page has nothing to do with Python.
Setting cookie is HTTP (in headers), forward page is HTML (for cgi).

The python cookie reference has link to cookie specification.
It tells you how to use cookies.

yes, but how do make such a header ?

At server side, how to jump from one.py to two.py, when one determines some condition

I don't do cgi but you should print cookie content before content-type. Search the web. This is a standard cgi proccedure. You should read some cgi document before do python cgi

Don't know how to redirect page with the cgi at the server side. You can use refresh on the client site to redirect.
