installed what seemed to be flawless using the instructions at the
gentoo site, but on reboot, the system boots to a root prompt only
with very few commands. then it asks me to type in "shell" .when i
type in shell, again very few commands I don't go as far as login
screen or tools or anything else. i cannot even installl anythig else.
do i need to start over?

What it sounds like is a misconfigured grub setup but that is easy to fix.
Just boot with the livecd and mount the partitions as you did to install,
chroot into the system and edit the grub file and correct it.

If you have further problems, post your partitioning setup and your grub
config and one of the grub experts will be able to help you out.
